Raul Collins is a retired Senior Police Officer with 26 years of dedicated service to the Houston Police Department. Throughout his distinguished career, he compiled over 80 commendations with zero Internal Affairs complaints — a testament to his integrity and commitment to the communities he served.

Raul’s record of excellence has been recognized at every level. He is a two-time Officer of the Year, a four-time Congressional Award Winner, and a four-time Humanitarian of the Year honoree. He received the prestigious Gift of Time Award from Tissot, the Houston Rockets, and the Houston Boys and Girls Club, and earned the Presidential Lifetime Achievement Award. His impact on the Houston community was further honored with the declaration of Senior Police Officer Raul Collins Day and the Alief ISD Volunteer of the Year award.
Beyond the badge, Raul has devoted 45 years to mentoring youth and young adults, making community investment the cornerstone of his life’s work. He is currently pursuing certification as an instructor for a court-ordered DWI program through the Texas Department of Licensing and Regulation (TDLR), bringing his decades of law enforcement experience to bear in a new role focused on public safety education and rehabilitation.
